Infrastructure and building upgrade works; including replacement of building flooring, installation of 230,000-litre water storage tanks, workshop installation, security fencing installation, etc. Responsible for overall site management, Sam uses his skills to deliver:
Interactive safety presentations, such as the use of vision impairment glasses, engage the workforce. Sam’s practical approach and ability to demonstrate the tangible benefits of safe work practices drives the safety culture on his sites and has resulted in the achievement of zero lost time injuries over approx. 2.4 million working hours.
Remote workforce management, including up to 50 direct (expatriate) employees, 25 local workforce, and ten subcontractors.
Scope of works development and management with the client, including value engineering and options and method studies. For example, the client recently identified the need to replace gyprock in the hospital which had deteriorated due to the harsh weather conditions, Sam initiated a study of alternative options and developed and tested a remediation process. A scope was developed and tendered to deliver more than $2M savings to the client over the replacement option.
Tender management and preparation from both the contract delivery (contractor) and contract management (client) side. Recently undertaking the site inspection of the existing hospital flooring, Sam provided the client with a detailed scope of works to ensure the facility met all operational standards, including pricing. The client implemented the recommendation based on the site investigation, scoping and pricing advice and the hospital flooring replacement works have been delivered under Sam’s supervision (in line with the advice presented).

Canstruct recognised Sam’s strengths and effectiveness in all areas of project management and site supervision and retained him for further works on the Island, including the construction of Nauru Mechanical Workshop and operation of the crane fleet. In carrying out his duties as Construction Manager Sam delivered:
Safe workplaces, by driving the importance of mateship, keeping everyone safe, and developing the ideology that safe work practices are part of the task, not an additional step. These initiatives created a safe work culture that resulted in zero lost time injuries in challenging conditions.
Thorough scope development, backed by strict investigation and testing regimes, industry best practice considerations, lessons learned and the whole-of-life costing analysis have limited the client's exposure to risk and scope (and cost) creep. For example, the Nauru Hospital Stage 2, works incorporated an epoxy flooring system due to the known issues associated with the previous client-supplied buildings. The investigation works combined both design and construction factors. The cost analysis proved the epoxy system [installation] contract value, considering materials and labour costs was comparable to other, less durable solutions. Furthermore, testing showed the methodology and provided thoroughness in the tender development process for delivering the works. As a result, the client was able to give a product to the end user that exceeded their immediate expectations and minimised future maintenance costs.

Construction of various projects across the Island Nation of Nauru including Regional Processing Centres 1, 2 & 3, the Correctional Facility, the Nauru Hospital, Primary School and the Nauru Reverse Osmosis Plant.
Sam’s responsibilities s overall project management, and site supervision and much of his skills and expertise have been utilised and honed over the project duration. The team developed many are construction, engineering and operational solutions to deliver value to the client. Sam was instrumental in the following value-adding initiatives:
Over 100 working hours per day were saved during critical builds by providing additional temporary messing facilities at the work front, eliminating the need for work crews to travel up to 1.5hrs for lunch breaks.
The implementation of a nightshift and trade coordination for critical works associated with the hospital construction allowed a compressed delivery schedule in line with the client’s needs with no compromise on safety, by ensuring appropriate access was provided for all services.
The impact of significant weather events was mitigated by providing sufficient cross fall and drainage on sites, allowing work to proceed uninterrupted 365 days per year.
Alternative design and construction methodologies were implemented to account for the challenging geotechnical conditions, including forming foundations (as opposed to the original design that involved pouring to the excavation). This saved considerable time throughout the excavation process as well as significantly reducing the volume of the concrete pour and associated man and plant-hours to complete the works (more than 100m3 was saved on a single pour).
